Jack Carr, Deputy City Manager for the City of Plano, has more than three decades of experience in municipal government. He has oversight of the Development Services teams which include the Parks & Recreation Department, Planning Department, Engineering Department, Building Inspections Department, Public Works Department, Neighborhood Services Department and Special Projects Department. These departments review development proposals and monitor development activity to ensure what is constructed is in compliance with the proper standards. A large portion of the City’s Community Investment Program is administered by these teams. The Engineering Team is responsible for service, maintenance and construction of our public buildings. The Public Works team includes Environmental Waste Services, Fleet Services and the operation and maintenance of the streets, drainage, traffic control devices, water and wastewater systems
Prior to being Deputy City Manager, Jack was the Director of Engineering for the City of Plano for two years and was the Director of Engineering for the City of McKinney for 28 years.
Jack is a life member of the American Public Works Association and the American Water Works Association. He is a registered professional engineer in the State of Texas and received his Bachelor of Science degree in Civil Engineering from the University of Illinois.
